The National Environmental Policy Act (NEPA) is a "full disclosure" law with provisions for public access to, and full participation in, the federal decision-making process. The Act's intent is to protect, restore, and enhance the environment through well-informed federal decisions. In compliance with NEPA, the U.S. Department of the Army (Army) is conducting a multi-phase public involvement effort. This effort began with the scoping meeting in June 2006, followed by a 25-day public comment period, a Public Information Meeting in January 2007, a Public Meeting on the Draft EIS April 2007, and a subsequent 60-day public comment period. Each of the comments received have been analyzed and responses may be found in the Scope of Statement or in the Final EIS.
The EIS Web site has been continuously updated in an effort to keep the public informed of developments in the EIS process. As an interim step to keep the public involved in the process, the Army conducted a Public Information Meeting on January 24, 2007, to present information that had become available since the scoping meeting, and to create a forum for discussion about the EIS topics prior to publication of the Draft EIS. This page contains links to the publications from each meeting.
On June 7, 2006, the Army held a Public Scoping meeting to solicit comments from the public on the scope of the investigation and adequacy of the alternatives that were proposed for evaluation. Displays with information about the BRAC action at Fort Belvoir were set up around the room with Technical staff to answer questions and discuss related topics. Stations for members of the public to provide written, online, or oral comments were set up around the room. No formal presentation was given at this meeting.
On March 2, 2007, the Army released the Draft EIS for public review and comment. In an effort to afford the public adequate time to review the Draft EIS, the Army opted to extend the required 45-day review period to 60 days because of the complexity of the document.
A Public Meeting to solicit public comments on the Draft EIS was held on April 17, 2007, at Mount Vernon High School in Alexandria, Virginia.
The Army held a National Historic Preservation Act (NHPA) Section 106 public meeting May 2, 2007, from 7:00 to 9:00 p.m. to discuss the potential impacts on historic resources by Fort Belvoir's Base Realignment and Closure Action.
